Central and Southern Florida Flood Resiliency Study Broward Basins (Section 203)
South Florida Water Management District (SFWMD) is utilizing Section 203 of the Water Resources Development Act of 1986, as amended, to advance the Central and Southern Florida Flood Resiliency Study – Broward Basins with support from the Florida Department of Environmental Protection, Broward County, and technical/federal assistance from the U.S. Army Corps of Engineers – Jacksonville District, for inclusion in the Water Resources Development Act (WRDA) 2026.
Completion of the C&SF Flood Resiliency Study for Broward Basins will assist in advancing the feasibility assessment and initial engineering designs on water control structures adaptation in the most vulnerable portions of Broward County Florida, respective to Reach A of the C&SF Flood Resiliency Study.
The C&SF Flood Resiliency Study for Broward Basins will identify technically feasible, environmentally acceptable, and economically justified recommendations for federal participation in a flood risk management project. The study will focus on developing alternatives and identification of a recommended plan that will provide continued and improved flood risk management to reduce the most immediate risks resulting from land development and climate change, including sea level rise, in Broward County, Florida. A feasibility level analyses will be conducted, culminating in a Final Study Report and Environmental Impact Statement.
The goal of this study is to develop, evaluate and recommend flood risk management measures and adaptation strategies that provide flood resiliency in vulnerable areas served by the C&SF system, now and in the future. The objective of this study is to enhance the C&SF system water control structures by improving functionality and capacity to reduce flood damages and improve resiliency caused by inland inundation and changed conditions within Broward County over a 50-year period of analysis from 2035-2085.
The project study area boundaries are derived from the respective watersheds and contiguous urban areas associated with Reach A in the Section 216 Flood Resiliency Study where hydrologic, hydraulic, and hydrodynamic modeling have demonstrated highly vulnerable infrastructure in the C&SF system within Broward County.
The project Study Area, also known as Reach A in the Section 216 Flood Resiliency Study, is approximately 420 square miles and lies within eastern portions of Broward County, Florida. The Study Area consists of nine (9) watershed basins with a network of nine (9) primary canals and rivers managed by eight (8) man water control structures, and other non-managed watersheds downstream of each water control structure.
