Central and Southern Florida Flood Resiliency Study (Section 216)
The South Florida Water Management District (SFWMD) and the U.S. Army Corps of Engineers (USACE) - Jacksonville District are partnering to advance the Central and Southern Florida (C&SF) Flood Resiliency Study under Section 216 of the Flood Control Act of 1970.
The C&SF Section 216 Flood Resiliency Study will recommend flood risk management projects that enhance flood resiliency now and into the future. It focuses on reducing flood risks affecting populations, properties, and critical infrastructure in Palm Beach, Broward and Miami-Dade Counties along the lower southeast coast of Florida.
The revised study area encompasses 186 square miles in Miami-Dade County and includes five watershed basins with a network of five primary canals and rivers managed by five water control structures, as well as non-managed watersheds downstream of each water control structure to the east.
The study will develop, evaluate, and recommend flood risk management measures and adaptation strategies to enhance resilience in the most vulnerable areas served by the C&SF system. The goal is to improve the functionality and capacity of existing coastal water controls structures to reduce flood risks.
Study Progress
In June 2023, the SFWMD and USACE came to an agreement on the scope of the study and the deliverable schedule. The recommended study scope focuses on enhancing the capacity of the most vulnerable coastal water control structures and adjacent primary canals. The scope and budget approval, under the latest design / cost estimate USACE guidelines, will be finalized in FY25.
The target completion date for the study will align in time to be incorporated into the publication of the 2030 Water Resources Development Act, a bill that Congress authorizes every two years for new water infrastructure projects and improvements to water programs across the country.

The District is also coordinating with the U.S. Army Corps of Engineers on several resiliency planning initiatives, including the South Atlantic Coastal Study, the Miami-Dade Back Bay Coastal Storm Risk Management Feasibility Study, the Collier County Coastal Storm Risk Management Feasibility Study, and the Florida Keys Coastal Storm Risk Management Feasibility Study.
Latest Updates
The SFWMD and USACE completed the future without scenario runs and are defining performance criteria to select the best alternatives, with a Tentatively Selected Plan by 2028. Upcoming Public PDT meeting to be confirmed in Fall 2024.
